Head of Delivery Excellence & Project Management Office (PMO)

Role Overview:

The Head of Delivery Excellence & PMO is responsible for driving operational efficiency, delivery quality, and client value across all projects. This role establishes standardized delivery frameworks, ensures adherence to governance processes, and optimizes resource utilization. The role also acts as a strategic advisor to leadership, fostering collaboration between business, technology, and delivery teams to achieve business objectives.

Key Responsibilities:

A. Delivery Excellence

1. Delivery Framework & Governance:
   • Develop and implement standardized delivery methodologies for Agile and Hybrid projects.
   • Define and track project KPIs linked to business outcomes, such as cycle time reduction and improved data visibility.
   • Create reusable project templates to capture learnings and optimize costs.
   • Institutionalize dashboards to monitor project timelines, cost, quality, and client satisfaction.
   • Establish governance mechanisms, including stage-gate reviews, project health checks, and compliance audits.
   • Implement escalation protocols to ensure proactive resolution of delivery issues.
2. Performance & Quality Assurance:
   • Conduct periodic delivery audits to identify gaps, improvement areas, and best practices.
   • Ensure adherence to Stellium’s quality framework aligned with industry standards and client expectations.
3. Client Success & Value Assurance:
   • Align delivery objectives with client business goals.
   • Maintain transparent communication with clients on progress, risks, and achievements.
   • Drive initiatives to enhance client satisfaction, trust, and long-term partnerships.

4. Risk Management:
   • Standardize risk identification, categorization, and mitigation processes.
   • Facilitate regular risk reviews with project teams and stakeholders.
   • Maintain a centralized repository for risks and issues for trend analysis.
5. Stakeholder & Leadership Engagement:
   • Act as a strategic advisor to delivery heads.
   • Promote collaboration between business, technology, and delivery teams to ensure goal alignment.

B. Project Management Office (PMO)

1. Project & Delivery Governance:
   • Collaborate with business leads to optimize delivery profitability through SOW and RLP alignment.
   • Oversee end-to-end project management processes: project code creation, PM allocation, resource planning, and critical project tasks.
   • Monitor budgets, utilization, margins, and escalate risks proactively.
   • Track change requests (CRs) and assess impacts.
   • Conduct weekly cadences with Project Managers for real-time project visibility.
   • Serve as liaison between delivery teams, finance, HR, and management.
   • Ensure compliance with the delivery excellence framework.
2. Resource Management:
   • Forecast capacity vs. demand and identify resource gaps or excesses.
   • Monitor timesheet accuracy and resource utilization against RLPs; identify gaps and escalate as needed.
   • Provide visibility of resource capacity, competencies, and availability.
   • Optimize FTE utilization and minimize contractor dependency.
   • Manage onboarding of FTEs and contractors and validate engagement requirements.

3. PMO Reporting:
   • Conduct weekly executive reviews covering:
     • Plan vs. Actual project milestones and deliverables
     • Resource utilization and efficiency
     • Project profitability and margin analysis
     • Operational efficiency and performance improvement initiatives

Qualifications & Experience:

• Bachelor’s degree in engineering, IT, Business Management, or related field; MBA preferred.
• 10-15 years of experience in project delivery, PMO, or consulting, with at least 5 years in a leadership role.
• Strong knowledge of Agile, Hybrid, and traditional project delivery methodologies.
• Proven ability to drive delivery excellence, client satisfaction, and business profitability.
• Excellent stakeholder management, communication, and leadership skills.
